Systems Analyst II – Athens-Clarke Government (Athens, Georgia)

Purpose of Job
The purpose of this job is to perform systems and applications analysis, development, implementation, support, and maintenance activities. Duties and responsibilities include, but are not limited to: analyzing automation needs county wide; plan, design, develop, and launch efficient information systems and operations systems in support of core organizational functions, manage hardware and software usage, configure and deploy end user devices, respond to service desk calls, and train end users.  This individual will apply proven communication, analytical and problem-solving skills to help identify, communicate and resolve systems issues in order to maximize the benefit of IT systems investments.

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Conducts systems analysis of manual and automated systems for unified government departments and divisions; review and analyze the effectiveness and efficiency of existing systems and develop strategies for further leveraging these systems or migrating to new platforms.

Evaluates hardware and software based upon current and anticipated user needs and vendor demonstrations.

Collaborates with management, staff, and internal customers to determine desired technological goals, priorities, and resources. Analyzes operating procedures and develops related operating manuals.

Designs and implements systems; writes, compiles, changes, and tests new programs and conversions between systems.

Performs system configurations, installations, and modifications.

Trains users on hardware and software; demonstrates new systems and assists users with computer related problems.

Designs inter-machine program conversions.

Provides advanced technical assistance and troubleshooting for computer hardware, software, network and/or other related technology problems. Assists with problem and/or process identification, definition and resolution.

Tests and de-bugs systems; writes internal, on-line, system, and user program documentation.

Plans and performs disaster data recovery activities as needed.

Consults with outside technical engineers when performing troubleshooting and problem solving activities as needed.

Implements and maintains security of confidential data, applications, and systems.

Provides on-call support services to all departments.

Develops and maintains contacts with vendors and technicians.

Tracks and documents time usage in monthly reports and bi-weekly time sheets.

Tracks hardware and software assets.

Other duties as assigned.

When Assigned to Database Administration:

Assess and develop long-term strategic goals for production databases in conjunction with data owners.

Work with staff to upgrade database architectures, standards, and quality assurance policies and procedures.

Create models for new database development and/or changes to existing ones and performs database management.

Respond to and resolve database access and performance issues.

Monitor database system details within the database, including stored procedures, SQL queries, and execution times, and implement efficiency improvements as they are identified using data processing techniques, entity relationships, or the Unified Modeling Language (UML).

Monitor, optimize, and allocate physical data storage for database systems.

Plan and coordinate data migrations between systems as necessary.

Develop, implement, and maintain change control and testing processes for modifications to databases.

Establish appropriate end-user database access control levels.

Develop routines for end-users to facilitate best practices database use.

Knowledge, Skills and Abilities

Knowledge of the policies, practices, procedures, and activities of the Athens-Clarke County Government and the operations and functions of the Information Technology Department.

Knowledge of applicable legal policies, procedures, and methods as required in the performance of duties.

Knowledge of computer terminology.

Knowledge of the following:

  • Troubleshooting and resolving hardware, software and peripheral problems
  • Current Microsoft operating systems
  • Mobile operating systems (Android/Apple iOS, Windows).
  • Mid-range and mainframe (iSeries/AS400, Unix)
  • Systems analysis and design methods (problem definition, collection of data, establishing facts, drawing conclusions and making appropriate recommendations)
  • Basic network knowledge: design topologies, protocol usage and troubleshooting
  • Business Intelligence applications (SSRS, Crystal Reports, Cognos)Programming languages (including scripting, web, client/server, mainframe/midrange)
  • Staying up to date with current technology trends and principles
  • Project management principles
  • Virtual environments (virtual desktop infrastructure,  virtual application delivery, hypervisors)
  • Database management

Knowledge of hardware and software utilized by Athens-Clarke County.

Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to division, departmental and/or other governmental regulations.

Ability to comprehend and apply the regulations and procedures of the division and the department.

Ability to communicate technical information to other personnel.

Ability to develop knowledge of the job functions and terminology used by personnel in other departments in order to understand and meet automation needs.

Ability to communicate and interact effectively with management, other IT staff members, vendors, and all groups involved in the activities of the Athens-Clarke County government.

Ability to assemble information and write reports and documents in a concise, clear, and effective manner.

Ability to plan, organize, and prioritize short and long term assignments and work activities.

Ability to use independent judgment in routine and non-routine situations.

Ability to perform mathematical calculations.

Ability to assist and instruct a wide variety of ACC government personnel in the proper and optimal use of available automation tools and systems.

Ability to acquire, integrate, and apply new technical knowledge.

Ability to work in a team oriented, collaborative environment.

Skill in troubleshooting and problem-solving.
